If you are completely stopped, there are no accuracy or damage penalties. If you're moving on your horse, you get accuracy and damage penalties (which are reduced by the horse archery skill). Keep in mind that you don't always need to be moving. Horse archery is very useful from the start of the game. If there are no available targets, then re-position yourself. Or fire at a guy from the back if he has a shield. Fire at a guy without a shield or a guy who has his shield down. Don't fire at a guy holding up his shield.
